Majesty's Government have hitherto only raised

objection to the export of completed aircraft

from Hong Kong to China, the transport of material

and personnel to a factory situated in China which

may be assumed to be engaged in the assembly of

aircraft for the Chinese Government would in

practice be open to much the same objections as

those which led to the decision conveyed to you in

my secret despatch of the 14th of March.
